PER COURT:- 1.

The petitioners submit that they intend to operate 'Kulswamini Sanskrutik Kala Kendra'. They fall in Item No.5 'Performance License' under the Bombay Police Regulations, 1951, more particularly Section 33. They are aggrieved that the Superintendent of Police, Aurangabad Rural has opined that such Kala Kendra is likely to create a law and order situation and permission need not be granted.

The learned AGP points out an order dated 06.01.2018 passed by Shri. Naval Kishor Ram, District Collector, holding that such performance license is not applicable and is not required. The present District Collector Shri. Astik Kumar Pandey has also passed an order dated 23.12.2022 concluding that no such permission is required.
