Upon perusal of the material placed on record and in particular, experience certificate, prima facie, it appears that the petitioner possesses seven years experience of work as electrician. However, in the impugned communication, the reason assigned is that, the petitioner has no seven years

2919.15wp experience of the relevant trade.

In that view of the matter, the impugned communication is quashed and set aside. We direct the respondent No.4 to reconsider the entire issue and once again scrutinize the documents possessed by the petitioner showing experience of concerned trade and take decision afresh, as expeditiously as possible; however, within eight weeks from today. Before taking such decision, we hope and expect that, the concerned authority will afford reasonable opportunity of hearing to the petitioner.

Original record produced by the Counsel for respondents No.2 to 4 be returned back forthwith. Petition stands disposed of, accordingly.
