PER COURT :- It is not a matter of dispute that the petitioner is not a lowest offerer. The tender offer of the lowest offerer has been accepted by the Central Warehousing Corporation. The petitioner questions the eligibility conditions incorporated in the tender document. Since the petitioner is found not entitled on merits, we do not propose to consider the questions raised in the instant petition.
