The petitioner has approached this court seeking directions against the respondents to direct the respondents to record the surname of the petitioner on the certificate of performance of class 10, so also, complete name of her father. 2.

Mr. Deshpande, learned A.S.G. submits that the request of the petitioner is rightly negatived in view of amended Rule 69.1 of the Central Board of Secondary Education. The changes in the surname of the candidate can be considered before the

2 wp 3280.18 publication of the result of the candidate. After the publication of the result of the candidate, the said request cannot be considered.

We have considered the record placed before us. 4.

The transfer certificates mentions name of the petitioner as Oruganti Venkata Lakshmi Sai Sailaja and the father's name as O. S. Ramayya. The school admission document records the name of the petitioner as Oruganti Venkata Lakshmi Sai Sailaja and the father's name as Oruganti Seetha Ramayya. 5.

The student would come to know that the surname is not recorded in the certificate only after the student receives the certificate. The school record consistently records the name of the petitioner as Oruganti Venkata Lakshmi Sai Sailaja. The surname Oruganti is missing from the certificate. The Central Board of Secondary Education can also verify the existence of the surname in the school record of the petitioner if it so desires. 6.

As there was no reason for the petitioner to know before the issuance of the certificate that the surname would not be recorded, it would not be reasonable to accept that the petitioner should in advance make such an application for recording of her surname in the certificate.

The characters / letters in the name of the petitioner including the surname would not exceed thirty two. 8.

Considering the above, we pass the following orderORDER I] The Central Board of Secondary Education shall after considering the record before it and upon finding that in the school record the surname of the petitioner is written as Oruganti shall correct the surname by recording the surname of the petitioner. So also, consider the case of the petitioner for recording the name of the father of the petitioner as Seetha Ramayya Oruganti or O. S. Ramayya, according to the school record.

II] The same be done expeditiously.

III] Authenticated copy be given.
