This is a third round of the applicant seeking bail. The learned counsel for the applicant would argue that the charges have been framed. However, some sections have been altered. Therefore, it is a change in circumstances. The Court is not satisfied that altering the charge amounts to change in the circumstances. Hence, for want of change in circumstances, the application stands dismissed.
