Learned AGP submits that he has no any instruction to join the proceedings as co-appellant in this matter nor any direction issued from the Government of Maharashtra. In such circumstances, it would be unjust and improper to compel respondents No. 1 and 2 to join applicant-appellant as co-applicants in this matter.
