Learned counsel for the petitioners submits that petitioner No.2 is granted permission to run 8th Standard on self finance basis. Application of the petitioners was to grant permission to run 8th Standard on non-grant basis.

The petitioners have given representation to the Education Officer (Primary) to grant permission on grantin-aid basis. The proposal has been forwarded by the Education Officer to the Deputy Director of Education and the Deputy Director of Education, in turn, also forwarded it to the Director of Education.

In case the proposal is pending with the Director of Eduction-Primary (Page 15), then the Director of

Education shall, if he is empowered to take decision, take decision within a period of six months. In case the Director of Education has to forward it to the State Government, then the same shall be done by the Director of Education within the said period and thereafter decision shall be taken by the appropriate authority within six months.
