Both sides are present. It appears that only to challenge the order made on stay application by Additional Commissioner in appeal which is filed to challenge the order made by Additional Collector in Dispute Application No. 54 of 2015 present proceeding is filed. The disqualification is sought on the ground that after the relevant date, the present petitioner had one more issue. Unfortunately the matter is pending in this Court since March, 2016 and this Court has granted stay. 2.

In view of this circumstance, the Additional Commissioner is expected to dispose of the proceeding itself filed against the order made 1 / 2

903_WP327816.odt by Collector within fifteen days from 28th November, 2016. Both sides have to appear before the Additional Commissioner on 28th November, 2016. Only for the period of fifteen days, there will be stay to the operation and whatever may the decision of the proceeding before the Additional Commissioner, there will be no stay after that. In those terms, the petition is disposed of.
