When the matter is called out for final hearing, none appears for the petitioner. This court at the time of admission of the petition had observed that the admission of the petition would not preclude the petitioner from approaching the State for grants. The affidavit is filed by the State to the effect that, the State had appointed Three Level Committee for library inspection. The report is submitted that the petitioner's library is not functioning and hence regional Level Committee

( 2 ) wp 3300.08 has not recommended the State Level Committee for recognition. It was because the petitioner's library was not functioning, recommendation for grant in aid is not made and grant in aid is not sanctioned. The inspection is carried out on 14.08.2001.
