It is revealed during course of argument that the impugned order dated 1.1.2013 passed by the Divisional Commissioner, Nasik Division, Nasik in R.T.S. Revision No.178/2011 along with order passed in Second R.T.S. Appeal No.85/2009 have been challenged in this Writ Petition. 3.

Respondents no.1 to 4 seem to be formal parties in the capacity of State authorities. Respondent no.5/Rohini Daniel Gaikwad is the main contesting party to the petition. As per Court's order dated 12.1.2018 Writ Petition has been dismissed against respondent no.5. In absence of main contesting party/respondent no.5, this Writ Petition cannot be decided on its own merits. The petition needs to be disposed of.
