The learned Counsel for the petitioners submits that the appointments of the petitioners are approved. The College has submitted the salary bills to respondent no. 3 but the decision has not been taken by respondent no. 3.

Considering the fact that the payment of salary to the petitioners is withheld, the respondent no. 3 shall take decision upon the proposal of the Institution (Page No. 93) on it's
