Learned counsel for the petitioner states that the proposal is submitted by the Special District Social Welfare Officer to the Director of Social Welfare recommending grant-in-aid to the petitioner.

Learned A.G.P. states that if the said proposal is pending, the authority would decide it on its own merits. 4.

In case the proposal is received by the Director, Social Welfare (Exh.A) collectively then the Director shall take decision on it in accordance with law and policy expeditiously, preferably
