In view of the amended provisions, the Tahsildar and Circle Officer has jurisdiction to seize the vehicle. The petitioner has remedy of appeal.

In light of that, the petitioner may file an appeal. If appeal is filed, the appellate authority shall consider the grievance of the petitioner for release of the vehicle on its own merits in accordance with law preferably 1 / 2
