1] The present civil application is filed to condone the delay of 1689 days in filing the First Appeal. 2] The learned counsel for the applicant submits that the approval of the higher authority is required to be obtained before filing the Appeal and for getting necessary sanction and for completing the office formalities, there is delay caused in filing the First Appeal. The delay caused in filing the First Appeal is not intentional and deliberate. Considering the said facts, the present civil application may be allowed.
