2] In case the proposals filed by the institutions seeking approval to the appointment of the petitioners are pending with the Education Officer [Secondary], then, the Education Officer [Secondary] shall decide the same on its own merits, in accordance with law and policy, as expeditiously as possible, preferably within six [6] months.

3] Writ Petitions are disposed of. No costs.
