This petition is taken up for final hearing with the consent of parties. Despite directions given to respondent No.2, no affidavit is filed by him. Respondent No.6 has filed affidavit explaining why the decision of the petitioner's claim is getting delayed. We are not quite satisfied with the explanation given, but the petition can be disposed of in terms of following order.

Respondent No.6 is directed to get Vigilance Cell report within two months from today. This order shall bind the Vigilance Cell. After receipt of Vigilance Cell Report, respondent No.6 shall dispose of the claim
( 2 ) wp3551.16 within four months thereafter. Till then respondent Nos. 2 to 5 shall not take coercive action against the petitioner, upon his failure to submit validity certificate. In-case, respondent No.6 passed order adverse to interest of petitioner, then same shall not be implemented for a period of two weeks from date of communication of such order.
