Heard the learned counsel for petitioners and the learned Assistant Government Pleaders for respondents in respective writ petitions.

The petitioners have been placed on supernumerary posts. The orders placing the petitioners on supernumerary posts are issued without notice to the petitioners and without hearing the petitioners. The same is violative of principles of natural justice.

In the light of the above, the impugned orders are quashed and set aside. The respondents shall not take any further action pursuant to the impugned orders, without issuing notice to the petitioners and without hearing the petitioners. 4.

In view of the above, the writ petitions are disposed of. No costs.

The Scrutiny Committee may endeavour to decide the validation proceedings expeditiously.
