Learned counsel for the petitioners submits that petitioners have completed internship of M.B.B.S. course. They are required to serve bond period of one year. The validation proceedings are pending since, 2018. The internship completion certifcate is not being issued. Without the internship completion certifcate the petitioners cannot undergo the bond period.

Learned counsel appears for respondent no.4.

The petitioners shall appear before the Scrutiny Committee on 22nd of April, 2021 and cooperate for expeditious disposal of the proceedings. The committee shall decide the proceedings preferably within six months from the date of appearance of the petitioners.

In case, the petitioners are required to undergo bond period, then in that case and if the petitioners are otherwise eligible, the respondents may not withhold issuance of internship completion certifcate only on a ground that validation proceeding is pending as the petitioner has to undergo the bond period.

The respondents are at liberty to take further course of action depending upon the judgment that would be delivered by the scrutiny committee in the validation proceedings. Writ petitions are disposed of. No costs.
