The Petitioner, who is now in the 12th standard and has filed this Petition through his biological guardian/father, secured a Thakur S.T. certificate, within 2 weeks in the month of December, 2022. Despite being in the 12th standard and his father knowing that the Petitioner desires to take admission to a professional course on the basis of reservation, no steps have been taken by the father when the son was in the 11th standard. On 22.12.2022, a proposal for validity is tendered. This Petition is filed on 05.03.2023 and it is prayed that the proposal be decided before the commencement of the admission process to professional courses. 2.

The learned A.G.P. strenuously opposes this Petition purely on the ground of delay and laches. He submits that if the Petitioner's

wp3684.23 -2father was aware that the Petitioner would be seeking admission, on the basis of reservation, he could have moved an appropriate proposal when the Petitioner commenced 11th standard education. By now, the proposal would have been decided. A certificate is acquired within two weeks of the application. There are hundreds of orders of this court directing the Committee to decide the claims of such students within a time frame. It is becoming a herculean task for the Committee to abide by the orders of this court in view of the volume of directions received from the Court. He, therefore, submits that as the proposal of the Petitioner is at an elementary stage, it would require the committee at least 9 months to decide the said proposal.

In view of the above, this Petition is disposed off. We expect, that the Committee would decide the proposal of the Petitioner, on or before 30.09.2023. The Petitioner shall render wholehearted cooperation and should not seek unnecessary adjournments.
