Heard learned Counsel for the respective parties. 2.

By way of this petition, the petitioner challenges the order dated 01.11.2021 issued by respondent No.4, the Registrar, whereby the Registrar has refused to forward the complaint of the petitioner to the Grievance Committee.

I have gone through the order issued by respondent No.4. The Registrar only on the ground that there was delay, refused to forward the proposal. In fact the Registrar was supposed to forward the same to the Grievance Committee and shall not have refused to forward the proposal at his level, therefore, letter itself is illegal. Hence, I am inclined to set

In view thereof, the Writ Petition is allowed. The order dated 01.11.2021 issued by respondent No.4, the Registrar is quashed and set aside.

The complaint of the petitioner is referred to the Grievance Committee.

The Grievance Committee, while deciding the complaint of the petitioner, shall take into consideration the time spent by the petitioner in prosecuting the present petition and shall decide the complaint on its own merits and in accordance with law.
