The petitioner has prayed for directions to be issued to the Chairman, Dhule and Nandurbar District Co-operative Employees, Cooperative Bank Limited. In the alternative, it is prayed that a representation addressed to respondent No.3, dated 3rd March, 2021, may be decided within a time frame.

This petition invokes our writ jurisdiction under the Writ of Mandamus. Apparently, respondent No.3 does not fall within the definition of 'State' under Article 12 of the Constitution of India. We, therefore, cannot issue a Writ of Mandamus to the Chairman of the Cooperative Bank and that too, to decide the representation of the petitioner.

In view of the above, this petition is disposed off. 4.

Needless to state, the petitioner would be at liberty to avail of a statutory remedy as is permissible in law. 5.
