In fact the hearing had taken place before the respondent no.1 but no decision has been taken upon the proposal. 2.

In case the decision has not been taken upon the proposal of the petitioner (page 20) then the respondent no. 3 who is competent to take the decision shall take decision upon it on its own merit in accordance with law and policy expeditiously preferably within four months. Writ petition is disposed of. No costs.
