We have heard Mr. Taur, learned counsel for the petitioner and the learned counsel for respondent no.3, so also learned A.G.P. for respondent nos. 1 and 2.

The petitioner assails the validity certificate issued in favour of respondent no.3. It would not be possible to consider the grievance of the petitioner in the present Writ Petition.

The petitioner may approach the Committee and file necessary application along with documents. The Committee shall consider the complaint/objection of the petitioner, shall scrutinize the same and take further decision as to whether the inquiry has to be conducted or not. 4.

The parties are at liberty to present themselves before the Committee.

Writ Petition accordingly disposed of. No costs.
