This petition can be disposed of by permitting petitioner to tender application to the District Level Committee constituted under Circular dated 13.02.2015 pointing out his grievance. 2.

If petitioner tenders application to the District Level Committee within a period of four weeks from today, the Committee shall take appropriate decision or shall issue necessary directions within a period of six weeks from the date of receipt of the application.
