The learned counsel for the petitioner states that the orders of this court are flouted by the respondents. This court under order dated 24.01.2008 had directed the respondent-authority to verify the application given by Mohan Mahadev, and if the authority is satisfied that the said application was given for transfer of the PAP certificate to the petitioner shall thereafter take steps for transfer of the certificate in favour of the petitioner, in case, there is no other impediment.

Under the communication dated 21.02.2018 and 08.03.2018, the authority has called for the documents and the affidavit and thereafter had kept the matter for hearing on 15.03.2018. According to the petitioner, on 15.03.2018 also, he filed an application and the learned counsel submits that the matter is now closed for orders and will be passed by the authority considering the order passed by this court in the earlier writ petition. In such scenario, it cannot be said that the contempt of order of this court is made. 3.

The contempt petition is disposed of.

If the proceeding is not decided within reasonable period, then the petitioner may take further course of action. No costs.
