Application filed by the petitioner for renewal of license to sell the stamps is rejected under Section 15 (2) of the Bombay Stamps Supply and Sale Rules, 1934. 2.
We have heard learned counsel for the petitioner and the learned AGP.

The order does not depict satisfaction of the authority that the petitioner is not able to take clear thumb impression nor depicts application of mind. In fact, no reasons are recorded by the authority while passing the order. The order is bereft of any reasons.

Learned AGP has relied on the Maharashtra Registration Manual, however, the order does not reflect even remotely the consideration of the Manual. 5.
In the light of above, the impugned order is quashed and set aside. The respondent/authority shall reconsider the application filed by the petitioner seeking renewal of license to sell the stamps, and decide the same on its own merits, expeditiously, after considering all the relevant laws, preferably within six months from today.

Writ Petition is accordingly disposed of. No costs.
