This petition can be disposed of by granting liberty to the petitioners to tender appropriate representation setting forth their grievance to respondents No.2 and 3 within a period of four weeks and on receipt of such representation, the respondents No.2 and 3 shall take appropriate decision and issue suitable orders/instructions, as expeditiously as possible, preferably within eight weeks from the date of receipt of representation from the petitioners. 2.
