We have heard Mr Hande, learned Counsel for the petitioner at length. 2.

The petitioner is seeking permission to celebrate the birth anniversary of Dr. Babasaheb Ambedkar and further seeks permission to allow the procession on the birth anniversary of Dr. Babasaheb Ambedkar within the limits of Rules prescribed by respondent no.1 due to COVID-19 pandemic situation.' 4.

The S.O.P. has been issued by the State of Maharashtra on 4.4.2021. Clause 13 of the said S.O.P. bars the religious, social, cultural or political functions of any kind.

The grant of permission and/or refusal is the policy matter within the domain of the State and its authorities.

We can appreciate the anxiety of the petitioner but considering the S.O.P., it will not be possible for us to pass orders in favour of the petitioner. 7.

Writ Petition disposed of. No costs.
