Heard the learned counsel for the petitioner, the learned A.G.P and the learned counsel for respondent No.3.

The proposal seeking approval to the transfer of the petitioner from unaided to aided post is not granted. The Education Officer has observed in the order that the management may submit a fresh proposal after rectifying the deficiencies.

In light of that, we direct the management to submit the fresh proposal seeking approval to the transfer of the petitioner from unaided to aided post after rectifying the deficiencies as pointed out in the impugned order dated 11.05.2020.
The management shall rectify the deficiencies as observed by the Education Officer in its order dated 11.05.2020 and submit the proposal complete in all respect within a period of four weeks from today.

The Education Officer shall consider the said proposal afresh on its
own merits in accordance with law and take decision upon it preferably within a period of four months from the date of receipt of the said proposal. 5.
The petitioner may point out the judgment dated 04.07.2019 passed by this Court in writ petition No.1493 of 2018. 6.
