The policy decision has been taken by the State, pursuant to Government Resolutions dated 21.02.2012, 22.03.2013 and 07.06.2014, not to grant new permission to the libraries . Considering the population ratio and the number of public libraries given recognition before the proposal of the petitioner. 3.
