This is a composite application seeking amendment of the petition as well as injunction. The writ petition is still not ripe for hearing inasmuch as several of the respondents are still to be served. So far as the prayer for amendment is concerned, it is innocuous inasmuch as the writ petition is still to be admitted and the respondents would have every opportunity to controvert even the amended portion. 2.

The application only to the extent of amendment is allowed. The issue regarding interim relief is kept open to be considered after service to all the respondents. Reissue notice to the unserved respondents, returnable on 21.07.2023.
