The Petitioner is the father, who represents a 17 years old daughter whose claim of belonging to "Thakur", Scheduled Tribe category, is pending validation since 18.01.2022.

The Petitioner is pursuing her graduation course in Veterinary Science and her admission is at stake. She would also require the validity certificate for getting the scholarship, which is available for the backward category students. Her father and

*2* 909wp4248o23 her biological uncle, have been granted the validity certificates by the Committee itself. She prays for an expeditious decision in her pending proposal.

The learned AGP submits, on instructions, that the vigilance cell enquiry has still not been initiated. Time upto December, 2023, may be granted.

We find that the Petitioner's proposal is pending for more than 14 months. When she is a student, the Committee should have given preference to her proposal. 5.

In view of the above, this Writ Petition is disposed off with the direction to the Committee to decide the claim of the Petitioner on or before 30.11.2023. The Petitioner shall render wholehearted cooperation to the Committee.

Needless to state, until the Petitioner gets the validity certificate, she would pay full fees and if her claim is validated, she would follow the due procedure for seeking reimbursement.
