The petitioner has given a proposal for grant-in-aid under the Support Training and Employment Programme (STEP) scheme promulgated by the Central Government. The Respondent No.5 has recommended the same to the Respondent No.4 Exh.C. It is contention of the petitioner that Respondent No.4 has not yet forwarded the same to the Respondent No.3.

Considering the submissions made, we pass the following order :
a) In case the Respondent No.4 has not forwarded the proposal received by it from Respondent No.5 (Exh.C) then Respondent
No.4 shall process the same expeditiously and forward it to Respondent No.3 preferably within four (4) months and on receipt of the same, the Respondent No.3 may further take steps in the matter expeditiously, preferably within three (3) months from the date of the receipt of the same.
b) The Writ Petition is disposed of with aforesaid observations and directions. No costs.
