We have heard Mr. Brahme, the learned advocate for the petitioner. The learned counsel submits that, clause 2(2)(b) of the advertisement impugned is irrational, arbitrary and discriminatory. The earlier advertisement of the year 2015 did not prescribe such a qualification. The qualification prescribed is arbitrary.
