The Petitioner/Applicant desires that the Government Resolution dated 10th February, 2023 be quashed and set aside. No such pleading is set out in the Writ Petition which is instituted in 2011. He prays for leave to amend the Writ Petition.

In view of the above, this Civil Application is disposed off with liberty to the Petitioner to add grounds/pleadings and prayers for challenging the Government Resolution dated 10th February, 2023. The Writ Petition be amended within three weeks from today. The Respondents are at liberty to file additional affidavit in reply in the Writ Petition, post amendment, within 6 weeks.
