This petition can be disposed of by granting leave to petitioner to approach the District Level Committee constituted under the Circular issued by the Divisional Commissioner on 13.02.2015. If petitioner approaches the Committee within a period of four weeks from today, the Committee shall issue appropriate instructions in accordance with the provisions of law, as expeditiously as possible, preferably within a period of three months from the date of receipt of application. With directions as above, writ petition stands disposed of.

It is clarified that we have not expressed any opinion as regards merits of contentions raised by petitioner.
