Affidavit in reply is filed stating that, the petitioner was not black listed and said action was only proposed.

Even according to the respondents, petitioner is not black listed. The challenge on the ground that the petitioner is black listed is unfounded.

In the light of the above, the writ petition is disposed of. No costs.
