PER COURT :- The petitioner is objecting to the relaxation in qualifying conditions for participating in the bids. It is contended that during the preceding year, the qualifying condition prescribed was to have experience in cleaning of coal handling plant (CHP), cleaning of boilers, cleaning of turbine, whereas by virtue of the revised guidelines, the experience of cleaning of CHP/Boiler/turbine at MSPGCL/NTPC/SBS's/Central Power Generation Company/Public Sector Undertaking is prescribed. The prescription of criteria is domain of the technical experts. At present, no prejudice is shown to have been caused. Merely because by virtue of relaxation of qualifying criteria, the participation will have large coverage, would not itself be a ground to cause interference in the tender process which is yet to commence. No interference is called for in exercise of extraordinary jurisdiction under article 226 of the Constitution of India. Petition is devoid of substance and hence stands dismissed. ( K.L.
