However, we make it clear, that we have not expressed any opinion on the contents of the said representation addressed by the petitioner. The respondent no.1 shall extend opportunity of hearing to all the concerned, including respondent nos.5 and 6 and take decision on merits. The respondent no.1 shall decide the issue keeping in view the Government policy and the earlier orders passed by this Court. 4.
