Heard learned Counsel for the petitioner and learned A.G.P. 2.

The proposal seeking approval to transfer of the petitioner from unaided to aided is rejected basically on the basis of circular dated 28th June, 2016 and that there are access teachers.

This Court in Writ Petition No. 1493 of 2018 and connected writ petitions under judgment and order dated 04th July, 2019 has considered that some of the clauses of circular dated 28th June, 2016 are illegal. 4.
