In the light of that, the learned counsel for petitioners on instructions seeks leave to withdraw the writ petitions with liberty to avail the alternate remedy. The writ petitions are disposed of as withdrawn with liberty as aforesaid. All contentions are kept open. The petitioners may agitate the ground for considering the time spent in prosecuting the present writ petitions. No costs.
