The submissions made by the learned Counsel for the respondent - University and the learned Counsel for the respondent - Medical Council so also the copy of Government Gazette show that approval to the appointments of the petitioners was granted and further the Department of Panchkarma was also allowed to be started with the staff mentioned in the Government Gazette.
