OPERATIVE ORDER Rule. Rule made returnable forthwith and taken up for final hearing with the consent of learned counsel appearing for the respective parties.

For the reasons to be recorded separately, the petition is allowed. The impugned Judgment and order dated 28.03.2011 passed by the respondent No.2 is quashed and set aside.

As a result, we direct the respondent No.2-Committee to issue forthwith the Tribe Validation Certificate to the petitioner.
