Upon perusal of the pleadings in the Petition and annexures thereto, it appears that, the adjudication of this Petition on merits would lead to adjudication of disputed questions of facts. The petitioner has already filed representation to the Respondent No.2 on 1st April, 2014. However, the Respondent No.2 has not communicated the decision on the said representation. In our opinion, ends of justice would meet by directing the Respondent No.2 to hear the petitioner and other affected and then take decision, if already not taken, on the representation of the petitioner, as

6277.15WP expeditiously as possible, however, preferably within three months from today.

Needless to observe that, such decision is to be taken keeping in view the relevant Government Resolutions and Rules. We have not expressed any opinion on the merits of the representation. The Petition is disposed of in above terms.
