Appeal of the petitioner is rejected on technical ground that the photograph is not attested by the medical officer. According to us it is too technical view. The learned counsel submits that he would submit the Photo attested by the Medical officer in appeal form No.3. The same shall be done within seven days from today and the appeal shall be resubmitted within 7 days, complete in all respect with the appellate authority.

The appellate authority shall deal with the appeal on its own merits.
