There is no proper explanation as to why the petitioner has approached the Court after 40 years. No proper explanation is coming forth. The claim of the petitioner has become stale. The petitioner, if it so chooses, may take appropriate steps under the provisions of Right to Information Act.

In case, the petitioner files application under Right to Information Act, if not already filed, the same shall be decided on its own merits. The petitioner also has remedy of Appeal under the said Act.

With these observations, writ petition stands disposed of. No costs.
