Being called upon to cite the provision under which the complaint dated 28.11.2014 was filed by the petitioner, learned counsel submits that no specific provision, either under the Seeds Act, 1966 or Seeds (Control) Order, 1983, was mentioned. Learned AGP submits that there is no provision for an agriculturists who is aggrieved by the quality or productivity of a seed purchased by him, to seek cancellation of the license of a manufacturing company, without there being any provision to do so.

Learned counsel for the petitioner submits, on instructions, that the petitioner would seek compensation by approaching the District Consumer Redressal Forum and the time spent in this Court may be considered as a good ground for condonation of delay, if any. akl/d
