Though the Petitioner does not have any concrete information, he presumes that, he is likely to be in the list of the candidates, who can be considered for an appointment as an 'Attendant' in Class-IV category. His claim for seeking validity for the 'Koli Malhar-30' Scheduled Tribe category certificate, is pending before Respondent No.2/Competent Scrutiny Committee, Chhatrapati Sambhajinagar.

A communication dated 04/03/2024, by the Reserve Bank of India to the Deputy Director (Research) cum Member

(2) Secretary of the Competent Scrutiny Committee, Chhatrapati Sambhajinagar, indicates that, if the Petitioner gets a validity certificate, his candidature would be considered by the Reserve Bank of India.

The learned Advocate for the Petitioner submits that, the Scrutiny Committee may be directed to decide his pending claim and if he receives a validity certificate, he would independently approach the Reserve Bank of India for considering his candidature.

The learned Advocate representing Respondent No.3/Reserve Bank of India, besides contending that, this Writ Petition would not be maintainable, submits that, the Petitioner is not in the select list. He is in the wait-list. Insofar as his contention that, this Writ Petition is not maintainable, we do not find that the said contention could be well placed, since the Petitioner now only desires that this Court should issue a direction to the Scrutiny Committee at Chhatrapati Sambhajinagar, to decide his claim within a particular time.

The learned A.G.P. submits on instructions that the Respondent/Committee needs at least eight months time to decide this pending claim of the Petitioner, since the students matters, which have been made time bound by the orders of the High Court, are being decided by the Committee.

In view of the above, this Writ Petition is disposed off, with the direction to Respondent No.2/Committee to decide the claim of the Petitioner, by 31/01/2025. For easy correspondence, the Petitioner tenders his Email I.D. as 'ambadasmore31@gmail.com', as well as his WhatsApp Cell Number as '9767370160'. Correspondence by the Committee with the Petitioner will be through Email/WhatsApp Number. The Petitioner shall render wholehearted cooperation to the Committee for an expeditious decision, and if it is noticed that the Petitioner is seeking adjournments on trivial grounds, the Committee would be justified in progressing to the further stages in the said proceeding.
