Heard learned counsel for the parties.

It would be open for the petitioner to appoint friend/representative for prosecuting the charges levelled against him and to assist him in the enquiry proceeding. The representative may not necessarily be in the employment of the Institution and may possess qualification or expertise in any discipline of study. The Management shall not prevent such representative, who would be appointed to represent the petitioner for representing him in enquiry proceedings.

With the liberty as aforesaid, the writ petition is disposed of.
