2] Delay of 1006 days in filing the appeal is sought to be condoned by the applicant / appellant, who is the acquiring body in whose favour the acquisition has taken place.

3] Learned counsel for the applicant submits that since the papers were forwarded to the panel lawyer and it has taken time in examining the matter, preparing different
